Job Description
DescriptionResponsible for a portfolio of administrative and technology functions at ICL, including (1) the enterprise resource management systems for ICL including but not limited to electronic health records, general ledger, and human resource information systems; (2) IT Operations and user support; (3) external partnership with key technology vendors such as Core Solutions, Microsoft, and UKG.Functions as a senior leader and actively participate in the operation management and strategic planning for ICL as an enterprise. Especially be responsible for leading key initiatives for the organization: (a) implement and continuously improve ICLs electronic health records (EHR) system that can reduce the administrative burden for our clinical and programmatic staff and improve productivity enterprise-wide. (b) improve ICLs use of ITIL disciplines and ITSM framework to ensure timely and high-quality customer services to support all ICL programs and users to use technology. (c) develop and renew IT-related processes, procedures, and policies to increase standardization, compliance, and reduce risks. (d) conduct routine risk assessment with IT operations. (e) maintain ICLs technology disaster recovery plan and perform timely tests and renewal of the plan.In addition to overseeing enterprise-wide technology operations, be responsible for crafting the vision for the organization in the areas of technology, information security, and customer service. The Associate CIO is responsible for the development of a service management framework encompassing administrative, program, and technology functions. The Associate CIO is also ICLs point person to safeguard our technology operation and maintain and test our technology disaster recovery plan. The Associate CIO is also a key player in strengthening ICLs information security, especially as related to user behavior and end-point technology.In addition, the Associate CIO is responsible for budget development for programs and projects, infrastructure, information security, vendor management, and the supervision of team members across the help desk, EHR team, infrastructure, and IT Operation.+ Develops the implementation process for the EHR platform, aligning the system capabilities to end-user requirements.+ Deepening the use of EHR in all ICL programs, driving for change towards decision support based on clinical workflow and compliance requirements.+ Implement the selected ERP system across the enterprise, while working closely with the business sponsors and other stakeholders.+ Lead the change towards a customer service culture and help all users in ICL better use technology to do their work.+ Lead the overall customer service framework and ITSM metrics to improve employee satisfaction at ICL.+ Assist and/or direct vendor negotiations for management and clinical information systems and communications networks. Design, establish, and maintain a network infrastructure for local and wide-area connectivity and remote access.+ Work closely with outside agencies, provider organizations, and Health Information Exchanges (HIEs) for information sharing and integration.+ Mentor and lead multiple teams of Systems Analysts, Application Specialists, network engineers, Project Managers, and IT Directors Minimum Education & Experience Requirements + MSc/MA in computer science, engineering, or relevant field; Ph.D. will be preferred+ At least 10 years of experience in information technology, 5 of which were as a senior manager within information technology.+ At least 10 years of experience in healthcare industries including managed care, provider, and public health.+ Knowledge and expertise with electronic health records or electronic medical records with at least 5 years of implementation experience.+ Leadership experience in infrastructure development, IT operation, vendor management, operations management, and customer service.+ Detailed knowledge of Health IT security management, with HIPAA and HITECH regulations.+ Experience providing IT services within a behavioral and mental health services organization is a plus.+ Relevant healthcare industry certifications preferred CAHIMS/CPHIMS, PMP, etc.
