Job DescriptionWGL - Lead, Pipeline Safety Management SystemResponsible for the development and implementation of the Washington Gas Pipeline Safety Management System. (PSMS) This program includes all activities as specified by API RP 1173 as well as driving a continually improving pipeline safety culture. Responsible for coordinating and partnering with all internal business units to advance pipeline safety processes. Acts as the subject matter expert on safety and Quality Management Systems.You WillDevelop and continuously improves the Pipeline Safety Management Systems.Manage Quality Management Team and Program.Negotiate the company position with Federal, State, and local regulatory agencies on pipeline safety program matters.Participate in industry initiatives regarding pipeline safety and quality affecting natural gas operationsDevelop and implements pipeline safety and quality management processes and manage success through measurement.Coordinate and collaborates with other departments such as Training, Engineering, Codes and Standards, Construction, Gas Supply Operations, DIMP, TIMP, Field Operations, Safety, Compliance, etc., in order to ensure continued improvement towards pipeline safety.Sell the benefit of PSMS to all levels of the organization.Manage small team including hiring, training, planning, evaluating, work assignments, and performance management.Interpret codes, standards, and regulations. Some may be complex and require aptitude to understand technical documents and the ability to explain to lay persons.Implement changes or modifications to the company's internal Codes and Standards, as necessary, due to changing operational practices and/or changes to CodeIdentify and recommend strategies for continuous improvement related to pipeline safety.Collaborate with other departments at all levels to develop appropriate control measures/corrective actions, and track, and implement process improvements.Execute long-range plans to achieve pipeline safety objectives set by each executive team.Represent the corporation externally in industry forums such as AGA.You Must HaveHigh School Diploma/GEDBachelor's Degree in Engineering (Mechanical, Systems, Industrial) can substitute for 4 years of experience5+ Years of related work experience in Pipeline Safety or Quality Management SystemsProven experience in managing and implementing continuous improvement, including the Plan, Do, Check, Act process.Working knowledge of safety management systems and concepts (OSHA's PSM (29CFR1910.119), API's PSMS (RP 1173), Malcolm Baldrige, ISO 9001, etc...)Working knowledge of natural gas operations and CFR 49 Part 192 preferred.Ability to research and interpret complex technical documentation and related resource information from the Operations & Maintenance Manual, Design & Construction Standards Manual, the Emergency Manual, and other regulatory documents.Proven Risk Management experience in identifying, measuring, and improving leading indicators of safety.Experience leading incident investigations and/or root cause analysisFor Canadian hires: AltaGas hires personnel on the basis of job-related qualifications.
